Recently, Chairman Liu Hanyuan’s proposal of ’Suggestions on promoting China’s agricultural science and technology development’ submitted at the Two Sessions this year received great attention from the Ministry of Agriculture with an official reply. Mr. Liu suggested carry out in-depth structural reform in agriculture science and technology, accelerate agricultural technique application, and provide sources of funds through various channels.
Chairman Liu stated in the proposal, agricultural science and technology development is becoming increasingly important to the fast development of China’s agriculture. Problems, however, exist such as insufficient creativity, low conversion rate of technical findings, popularization difficulty of new techniques, as well as absence of R&D promotion and application fund. Mr. Liu further expressed his wish for the functional departments to adjust and improve related policies for market-driven scaled agriculture development with strengthened finance support.
The MOA made detailed and systematic study on the aspects involved in the proposal, with researchers from the Ministry of Science and Technology, Ministry of Finance, as well as State Intellectual Property Office. Further crucial measures are to be made according to the gist of the twelfth five-year plan, combining suggestions in the proposal in terms of structural reform, technical application and finance support.
